David Bailey Associates is comprised of highly competent, seasoned lobbying professionals with extensive experience representing a diverse portfolio of industries in the areas of education, trades, local government, first-responders, transportation, charitable non-profits, and various professional associations. Our team is well positioned to assist in developing and executing advocacy strategies that best communicate and deliver on the priorities of those we partner with.

Dr. David L. Bailey, Founder and President
David Bailey has been involved in Virginia state government since the 1980s, representing industries as a lobbyist ranging from religious institutions, charitable nonprofits, local governments, and various trade associations. He is President of David Bailey Associates, Inc. and Virginia Capitol Connections, Inc.

David leads the Government Relations and PR teams, providing strategic direction and communication on all legislative efforts. In addition to being the firm’s chief strategist, he is also a front-line advocate, regularly meeting with legislative and executive officials. His extensive experience and tenure in Richmond allows him to anticipate emerging issues and ensure client interests are advanced.

He received undergraduate degrees from Bluefield and Carson-Newman, and graduate degrees from Union Theological Seminary in New York, New York University, and San Francisco Theological Seminary.

Kristen Bailey-Hardy, Vice President
Kristen Bailey-Hardy has over 35 years of experience working in and alongside state government, beginning in 1982 as a Page in the House of Delegates. She has extensive experience representing professional associations’ policy priorities in the General Assembly, with a concentration in education. Kristen serves as Vice President of David Bailey Associates and provides leadership in both government relations and administrative services. She also serves as a school counselor in Chesterfield County Public Schools and is in residency as a Licensed Professional Counselor.

In addition to professional advocacy, Kristen has staffed for the Senate of Virginia in several capacities, bringing a first-hand understanding of the Virginia legislative process.

Kristen holds a Bachelor of Science from James Madison University and a Master of Education from Virginia Commonwealth University.

Chris Bailey, Government Relations Manager
Chris S. Bailey is an Associate with David Bailey Associates, Inc. and serves as Editor of Virginia Capitol Connections. Since 2023, he has worked as a lobbyist and consultant in Richmond, representing a diverse portfolio of clients including trade associations, charitable nonprofits, and local governments. His advocacy spans industries such as education, outdoor advertising, subcontracting, and public service.

Chris is part of the firm’s government relations and public affairs team, where he helps clients navigate the legislative, regulatory, and state budgetary processes while strengthening how they communicate their priorities to policymakers. In his editorial role at Virginia Capitol Connections, he contributes to fostering informed dialogue on public policy and civic engagement across the Commonwealth.

Chris earned his B.A. from James Madison University.

James Turpin, Affiliated Consultant
James Turpin has had a long career in advocacy from the local to international level. This has included corporate as well as trade and professional associations in a variety of issues including environment, criminal justice, redistricting, and local government. In addition to advocacy, he has experience in public information and association management.

James has also been active in the non-profit community where he was recognized as a Certified Association Executive. He has a long record of political involvement including serving as Executive Director of two Joint Caucuses and Vice Chair Finance for a State Political Party.

In addition to advocacy, James has held several appointed positions at the local and state level including being the longest tenured Chair of the Board of the Virginia Department of Juvenile Justice.

James holds his B.A. with Honors and Distinction from the Virginia Military Institute and completed graduate work at the University of Virginia. He holds a certificate in Government Relations from George Washington University.

Joyce Waugh, Affiliated Consultant
Joyce Waugh, retired president and CEO of the Roanoke Regional Chamber, worked for 22 of her 45-year career in Virginia’s Blue Ridge. Her passion for the Roanoke region was utilized in the fields of economic development for Roanoke County, negotiating over 1,000 acres of land for Virginia’s Explore Park, coordinating the City of Roanoke’s 100th Anniversary (Centennial) with significant special events, directing public relations for a private psychiatric hospital that became part of Lewis Gale Medical Center, and managing organizational development for Berglund Chevrolet.

She is CEO of Joyce Waugh Consulting, LLC, an instructor for a short course called Ducks in a Row, End of Life Planning, and an affiliate with David Bailey Associates.

She received her Masters of Social Work from Florida State University, is a Certified Economic Developer Emeritus and Certified Chamber of Commerce Executive and received the Virginia Association of Chambers of Commerce Executive of the Year Award.

Joyce was married to the love of her life for 41 years, enjoys travel, spending time with her three grown children, her two feisty cats, and two grand cats.

Brian Barrier, I.T. Director
With over 30 years of experience in IT dev, devops, and ops, Brian Barrier is a “full stack” (design and development) web developer by trade with concentrations in database management, digital design (print, web, and video), and server management. Brian serves as I.T. Director for David Bailey Associates, Inc.

Brian designed the LEON (Law Enforcement Officer Narcan) Portal for law enforcement in South Carolina to enter information on Naloxone administration and the ROLL (Reducing Opioid Loss of Life) Portal for firefighters to do the same, winning national research awards from the National Association of State EMS Officials (NASEMSO). He also designed the education content and testing system used by the UNC Pediatric and Obstetrics Grant (POG) as well as the Performance Adherence Reports (PAR) projects. Brian is also responsible for the form and functionality (not clinical content) of the North Carolina EMS Patient Care Treatment Protocols used by thousands of EMS workers across North Carolina.

Brian received his B.A. in English and Computer Science, a double major, from the University of Richmond as part of their University Scholars program. In his spare time, he is a poet specializing in free verse and an avid hydroponic gardener.
