Tom
Hyland is a seasoned political and legislative strategist and newly-added
part of the David Bailey Team. A recently retired senior vice president
for government and legislative affairs for a major DC – based trade
association, Tom is one of those rare individuals who not only has a long
history of highly-productive legislative work experience in a wide variety
of areas, but also can lay claim to have labored successfully at all levels
of government -- federal, state and local, including the executive, legislative
and regulatory branches -- as well as having represented private sector
entities before at all levels and branches of federal, state and local
government, including Virginia.
As a highly successful
legislative staff member and/or lobbyist at the Virginia General Assembly
for the past twenty years, Tom has developed a well-deserved reputation
as an expert legislative draftsman and highly-effective legislative advocate.
A two-time history and
political science graduate of The Ohio State University, Tom’s legislative
and executive branch work experience began with prestigious appointments
as both an American Political Science Association Congressional Fellow
with the U.S. Senate and House of Representatives and as a Presidential
Management Intern with the U.S. Department of Defense. He has held high
level career and political appointments with more than a dozen federal
and state agencies and advisory boards and commissions.
Tom also is widely-recognized
for his broad-based expertise on a wide variety of public affairs issues,
including public relations, transportation, environmental protection,
economic development, land-use planning, landlord-tenant, building codes,
housing, telecommunications, governmental finance, etc., as well as on
political and issue campaigns and political action committees. He also
is certified as an arbitrator/mediator/ fact-finder for a number of national
dispute resolution organizations.
